Depends on the fix for 3097. There is a critical section between
reading the LAPIC Current Count Register, programming the HPET to
act as the LAPIC proxy, and entering a Deep C-State.
Events during this window cannot be allowed to cause lost wakeups or add
unacceptable wakeup skew.
