It's been noticed on multiple x86/amd64 platforms that PowerTOP will chew up
CPU cycles upwards of 100% on systems with more than 10 CPUs and when a small
time interval (less than 4 seconds) is selected.  Most of the cycles are spent
in userland, upwards of 75%, but it's been difficult to provide more
information than that at this point.  In consultation with the developers, this
bug is being filed to pursue more information and a resolution to the problem.
