Some application like GNOME Display Manager depends on sys-suspend. However,
/usr/openwin/bin/sys-suspend is no longer available since CDE gate isn't put
into OpenSolairs. We need a new CLI to replace sys-suspend or move sys-suspend
to ON gate.
