Currently the HPET generates I/O APIC interrupts which are bound
to CPU 0.  It would be nice if the interrupt can be targeted
at the next expiring CPU.

A test should be run to measure how expensive re-programming the 
I/O APIC is.  The HPET is reprogrammed 1) when the ISR is run and
there are more CPU waiting to expire, or 2) when a new CPU
schedules its cbe interrupt on the HPET at a sooner time than
all other CPUs scheduled on the HPET.
