The attachment is what I have so far. The patch has already included your powertop.c. It can be compiled and run properly on my side. And it's just a framework and no function is implemented. You'll see a black window drawn like linuxpowertop after 5 seconds. Please feel free to modify it and welcome your any comments or suggestions. When you think the draft is ok, I'll commit it into powertop repo and we can start our work under track.
