Hi Frank,

Sorry for the delay. I've unexpectedly been out dealing with a family 
emergency last week, so there hasn't been much much progress on my end. 
Feel free to commit this under usr/src/cmd/powertop (which would be a 
new subdirectory), and we'll proceed from there.
