Yes, I noticed that when you added the c-state support to cpupm-gate 
that if the P-states failed, C-states would not work as the driver would 
fail to load. I made sure to fix this in the T-state work Anup and I did.

Yes, I do plan on replacing the cpupm-gate infrastructure. I'd prefer to 
wait until we actually integrate the T-state work (should be in the next 
couple of weeks). Can you workaround this issues for now? Or would you 
prefer that I look into replacing the infrastructure now?
