Instructions for installation for JRE, and JDK, are given at:

VietOCR requires no installation. Just unzip and double-click on the
JAR file. A Tesseract-2.03 Windows executable, along with English and
Vietnamese data, comes bundled with the distribution. You can add more
language support by copying language data files to the tessdata
directory. Check the ReadMe files for more details.

The project itself is NetBeans-based, so you can easily build it with
the provided source.
