I ended up installing libtiff-devel from the cygwin distribution (it is available under Graphics) and it worked.
I got to say. Building this software is a nightmare. It is always interesting to see the complicated software (OCR) you guys write, however there is minimal effort put into the building process which should be like a breeze.
