So after quite some delay I got the packages building fine with mxe - thanks for the suggestion Sven. So if anybody wants to have a go with the tools for Windows, they're prebuilt at: https://www.dur.ac.uk/nick.white/grctraining/tesstrainingtools-win32.zip
