First of all - there is no such policy as not providing Windows
installers. There is no installer because there is nobody who would
maintain it and provide solution (e.g. NSIS destroys my PATH variable on
windows ;-) ). Everybody is busy with programming :-) (something else).
Next: there is windows build based on cygwin, so if you need windows
portable version you get it (search this forum).
Next in attachment you can find output created with current tesseract code
created with:
tesseract example.png example -l spa
(I renamed your file and I hope I chose correct language for OCR). It seem
that result is better than yours including capitalization.
IMO tesseract executable is nice example how to use tesseract library.
Maybe you should try to use tesseract library directly

i fatti di cui a1 primo ed al secondo comma,
se gli interessi o i vantaggi usurari fossero
risultati di sette volte e mezzo superiori al
tasso di sconto della Banca d’Italia. Nella
seduta di ieri il Comitato del nove ha invece
modificato tale formulazione, prevedendo la
dizione «sette volte». Oggi e stata avanzata
una proposta dal Governo — sulla quale ho
espresso parere favorevole — che eleva il
n'ferimento al tasso di sconto ad Otto volte.
Il parere della Commissione e ora quindi
nel senso di accettare l'emendamento 1.24
del Governo, che porta ad otto il moltiplica-
tore del tasso di sconto; di conseguenza, e
ritirato l’emendamento 1.20 della Commis-
sione.

volgo al relatore Nan: credo ci sia un e-
quivoco poiché il Comitato dei nove, nel-
l’esame degli emendamenti che si e svolto
ieri, aveva espresso a maggioranza un avviso
favorevole sull’emendamento 1.20 della
Commissione.
Apprendiamo oggi dal relatore, consultato
ripetutamente anche da lei, signor Presiden-
te, che tale emendamento e ritirato, avendo
la Commissione mutato il proprio orienta-
mento su di- esso ed avendo accettato l’e-
mendamento 1.24 del Governo, che porta
ad otto il moltiph'catore del tasso di sconto.
Poiché il gruppo progressisti-federativo —
che pure, come e ovvio, fa parte del Comi-
tato dei nove — non e stato chiamato ad
esprimere alcun parere su questa modifica
dell’atteggiamento della Commissione, chie-
do che la seduta venga sospesa per cinque
minuti per consentire di riunire il Comitato
dei nove affinché adotti una deliberazione
formale su questo emendamento. Mi pare
infatti che un simile modo di procedere
quantomeno non abbia il carattere della
ritualitá.
