No, the UKI packages should not be installed unless specifically requested. Any kernel post bugs should not be filed against the kernel, all the kernel does is call kernel-install which is a part of systemd. Bugs should typically be filed there unless the issue is clearly in dracut. As for failing to build the initramfs, this is definitely failing in dracut.
