Do you know why kernel-uki-virt is installed, BTW? I think the -uki-
kernels generally shouldn't be installed unless you manually installed
them...but there might be something I don't know about.

No, the UKI packages should not be installed unless specifically
requested. Any kernel post bugs should not be filed against the
kernel, all the kernel does is call kernel-install which is a part of
systemd. Bugs should typically be filed there unless the issue is
clearly in dracut.
As for failing to build the initramfs, this is definitely failing in
dracut. It may well be related to
