I installed the dependencies from below but haven't seen any changes in
behavior. RPM still thinks that 7.0 kernel is installed but it's not in the
grub2 menu.

kernel-7.0.0-0.rc1.260226gf4d0ec0aa20d4.17.fc45.x86_64
Any thoughts as to how I should proceed to "fix" this problem?

do you have an initramfs in /boot for these installs?
