upgrade was done with
sudo dnf system-upgrade download --releasever=44 --allowerasing --best

during this a saw I need to de-install firefox and I thought it would be easy 
to re-install.

You can try to add to command line:
  --skip-broken to skip uninstallable packages


tried to exchange openh264 with noopenh264
also f**ck cause gnome-shell-50~rc-1.fc44.x86_64 and some others are bundled 
with openh264.

tried to get F43 packages as an workaround.
turns out: packages are not downloadable
see https://koji.fedoraproject.org/koji/buildinfo?buildID=2670904

dropped an email to Wim Taymans <[email protected]> cause there is no F44 
openh264 package

known ?
