I tried upgrading Fedora 43:

dnf repolist
#only fedora43 repos, dont change to any f44 repos

dnf upgrade
#f43 is fully upgraded

rpm -q firefox mozilla-openh264  openh264
firefox-148.0.2-1.fc43.x86_64
mozilla-openh264-2.6.0-2.fc43.x86_64
openh264-2.6.0-2.fc43.x86_64

Then:
dnf system-upgrade download --releasever=44 --allowerasing --best
...
dnf5 offline reboot

After the reboot:

rpm -q firefox mozilla-openh264  openh264
firefox-148.0-1.fc44.x86_64
mozilla-openh264-2.6.0-2.fc43.x86_64
openh264-2.6.0-2.fc43.x86_64

So, everything seems OK to me.
What were your repositories on the original f43 system?
