As discussed in today's SNIP Testing SWG conference call, there are several concerns 
that must be overcome before providers and payers are willing to contribute their test 
transactions to a public repository.

Here are concerns that have been mentioned so far.  Please respond to the list serv 
with any additional concerns.  

Once we get a stable list of concerns, we can decide whether to address these in a 
future conference call, an informal get together in Chicago, or whatever.

1.  Risk of adverse consequences.  Concern that there will be adverse publicity, legal 
action, or that someone might use public test transactions to appeal billing or 
payment decisions.

2.  Diversion of effort.  Concern that the efforts required to de-identify, catalog 
and submit test cases to the repository will divert staff from core tasks. 

3.  Confusion about level of compliance.  Concern that test transactions might be 
inaccurately identified as to level of compliance.

4.  Confusion about description.  Concern that test transactions might be inaccurately 
described as to line of business, payer-specific requirements, etc.

5.  Allocation of benefits.  Concern that a vendor or someone else will get the credit 
for hard work done by the contributor.
