Great list.  I would like to add one concern of Claredi: 

- Negative impact: Concern that the users of the list will think this is the 
only data available for testing.

This could result in a negative image for the transactions work group in 
general.  It has already resulted in a negative image for Claredi, where 
uninformed visitors think that the only files that Claredi has for testing 
are the files available in the SNIP download pages.  And they turn away.  
This happens way too frequently.

There is also the potential liability of someone going to the site, 
downloading the test files, testing with all of them, and then thinking they 
are done.  That is it, all they need to do.  Now they think they are HIPAA 
compliant.  When they find out they are not, they could end up pointing the 
finger to the testing sub-workgroup, or to the owner of the web site.  That 
is another concern we have now.
