Unfortunately I don't know any TeX internally nor the Lua language. I'm
waiting for someone to implement CommonLispTeX because that is my
favourite language. But seriously, perhaps I can learn some Lua too. My
day job is to I teach Finnish so I might be useful partner in that area.
About a testing framework. I would expect that it is some kind of list
of words with marks on wanted hyphenation points and perhaps unwanted
points too. I tried to find the current Finnish hyphenation tests from
repository
https://github.com/hyphenation/tex-hyphen.git
but failed so far. Quite a lot of directories there. I'd interested in
seeing what the tests look like.
