  That’s great!  Is it related to the earlier effort by Robert Ermers

  Berik does not need to do anything---other than sending us the pattern
file---however I am not aware of any LaTeX 8-bit encoding that supports
Kazakh, so that unless there is a pressing need to use it with pdfTeX
we’ll make it a UTF-8-only language.

  Please just send the patterns you have, we’ll take it from there.

  There is in the top-level README.md (“just contact us”).  We don’t
have any preference.  The README on CTAN dates from the very beginnings
of hyph-utf8 and I’ve been meaning to update it for quite a while.
