Rule #1: PMX doesn't ever interpret any inline TeX commands. So PMX cannot 
possibly know that you've changed interstaff.

Rule #2: Because of the way the arpeggio is defined in MusiXTeX, you must 
explicitly specify the vertical size in \internotes. It would be better if you 
could say "go from this note in this staff to that note in that other staff", 
(just like you can for beams), but sorry, you can't.

If you change \interstaff indirectly with Ai instead of with in-line TeX, you 
give PMX a chance to get it right. According to my experiments, it seems to 
work.
