This sounds like your PATH is wrong in some way - what's the directory you've put it in and what's the exact setting of PATH? I think that in a Windows 9x/ME command prompt you can select Edit -> Mark from the system menu to copy text from a command prompt (just type echo %PATH% to print it) or I think you can also use the System Applet to get a copy of it (sorry - it's several years since I even had a virtualised copy of Windows '98 knocking around, I'm struggling to remember what's
Thank you, David and Bodo. A careful inspection of the system variables with fresh eyes showed that I had set up:

PATH=C:LOCALT~1\TOOLS ...

instead of

       |
       v
PATH=C:\LOCALT~1\TOOLS ...
