note that there are two strands of tex live: (a) the one supplied when
you install things from .rpm or .deb, and (b) the one you download from
the net and install for yourself.

strand (a) typically doesn't have a tlmgr script; you're expected to
download things packaged by the linux(/whatever) distribution.  (in
fact, i would doubt if strand (a) even had a
"texlive/2012/texmf/scripts" path, but i can't test that immediately.)

i contest the suggestion that someone coming back to tex "cold" might
seek out and download the current frozen beta-release of tl 2013!

(raphaela may have a local helper, but if that helper is "hot" enough to
know about tl 2013, it's a bit odd that she needs _our_ help.)

i would go with the idea that raphaela is using a standard .deb/.tpm
installation.
