I can't resist commenting that the harmonic structure makes no sense to me. The first 4 bars seem to be in A major, except for all the d#'s. But then it wanders off with B flats and F naturals. I haven't tried playing it but I'm guessing it would sound like there are lots of wrong notes. ???
The notes are not wrong. Ian was a contemporary composer often playing with older music tunes and harmony - like in this rondo. The trio consist of 4 movements imitating various styles but always with Ian very present as composer. IMSLP offers quite a few of his compositions.
