However, when a \paragraph unit has multiple paragraphs of textual data, these paragraphs need to be tagged with <p>...</p> element. When scrreprt.cls is loaded, TeX4ht ignores this rule while in article.cls, it is perfectly obeyed. That was the bug reported by Frank. scrreprt.4ht needs a bit of rewriting.
