As Aaron points out, this is a *draft* management plan for the entire NCA.
It is the product of the scoping process that occurred last year where
concerns and comments were solicited for working up what is now coming out
for further comment.

So, before everyone lights their afterburners, it is important to understand
how this differs from the CMA executed with the FSCSP. Despite the lofty
title of the CMA, it is really nothing more than a volunteer agreement. As
such, it conveys no management control to the FSCSP (no form of agreement
ever does; the agency retains management control...always). The CMA does
allow the FSCSP to additionally function in an advisory/consultation role.
In other words, the CMA does not let the FSCSP call any shots...beyond BLM
accepting and possibly implementing their suggestions.

The NCA management plan lays out how the agency will deal with all issues
relative to the NCA, of which the cave is but one part. There are numerous
examples of resource management plans (RMPs) and drafts available throughout
the NM BLM website. Go take a look to see what these look like and then
recall whatever you submitted during the scoping process for Fort Stanton.

The release of the draft is where the agency has decided, partly based on
public scoping comments, plus further refinement of their internal opinions,
where they need to go and what they need to do. They're only halfway there.
After the draft comment period has run, they will take some additional time
to distill the comments and then release a final planning document and EA.

The draft process is going to be your last opportunity to affect what the
agency does, because once the final product is signed the only way to change
it is to appeal the decision ($, lawyers & time) or wait until the next
planning revision occurs some indeterminate number of years in the future.

Therefore, if you want to have a say, you better do it now. And, do it in an
articulate, convincing way.

If you want to get riled up about something, turn your anger and frustration
toward how BLM is handling the WNS issue. Despite the public meetings last
year, it is apparent that was mostly for show and the agency then went and
jumped on the bandwagon of pseudo-science and perpetuation of the
human-vector innuendo about how WNS is spread, thus locking you out of the
caves without any factual basis for doing so in either proximate cause of
spread or demonstrated geographic necessity. They could have shown some
leadership here, calling for scientific evidence of need, but it was more
convenient to join the fear and group-think contingent, because it's always
easier to follow than lead..
