Frankly, if you can't afford insurance, you shouldn't be on the road. In
Oregon, you must carry your license, registration and proof of insurance at all
times. They are very strict. If you've paid your insurance you should either
have the card or a receipt. Sorry, I don't have much sympathy for those who
