But, as we know, the will of the people (petitions and popular vote) does not always prevail. What I have heard is that of the seventeen million acres at ANWR, only two thousand have been set aside for mineral exploration. I also assume that congress could exempt this tract from drilling. I personally think that we need to drill there if there are proven reserves and with adequate safety provisions.
