There are specific by-laws in the TSA Constitution by-laws defining the
purpose, management and accepted use of the TSA Landfund.

Perhaps your grotto could sponser Gustavo?
You could bring it up at a meeting and see how well the suggestion is
received.

Perhaps your grotto could sponsor Gustavo for one of the TSA awards...
maybe he would be a suitable recipient of the Chuck Steuhm award.

If Gustavo is a member of the NSS, perhaps he could apply for one of their
grants.

These other suggestions don't involve using the TSA's Landfund,
the actual purpose of which is to acrue funds for acquisition of an annual
site where the annual Texas Cavers' Reunion can be held.

I admire the TSA for deciding to participate in cave acquisition,
that's certainly a noble and fairly on-track use of the TSA Landfund,
but even that is technically  not what it was set aside for.
