Recently I spoke with Gustavo Vela-Turcott of Mexico, he was a member of a 
recent trip to Krubera. The only North American to go. He wants to go back, but 
needs sponsors. While not a TSA member per se, perhaps he could be an honorary 
member and get some financial help for his trip with the TSA as a sponsor.

     I think that would be a totally inappropriate use of land fund money.  
While it would be nice for TSA to sponsor cavers in need, this particular pot 
of money has a specific intention, and that ain't it.  It is meant to go toward 
something with lasting value for Texas cavers.  Sponsoring someone for an 
expedition will be quickly forgotten and there will be no long-term gain toward 
securing access or protecting caves in Texas.  My two cents.
