Even before the parks closed, (and partially WHY the parks closed), people weren't following the social distancing and gathering in numbers rules. I personally saw groups waaaay larger than 10, all hanging out together much closer than 6ft. People don't follow the rules, and many parks don't have the manpower to enforce the original park rules, much less brand new ones that require constant monitoring of all the locations in the park. Many parks are sadly understaffed as well.
