I think creating a TeXmacs widget for any toolkit is too much work. Especially because there are so many toolkits out there, so even if someone invested the work, the result would be usable only on one platform/one IDE. That said, I think it is a very good idea to make TeXmacs use an abstract drawing library (such as Cairo) as a rendering backend. This might even allow the creation of a TeXmacs library that could be used from a far greater number of applications than a widget for any particular toolkit.
