I have not followed the transition myself. But searching through
Debian bugs, I found
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=760986 which says

  Guile 1.8 is no longer maintained upstream, and has not been since 2010.

Distros generally try to avoid packaging stuff that is not actively
maintained upstream.
