Hmm, Okay so I cleaned out Library/Application Support/Textmate/Bundles and~/Library/Application Support/TextMate/Pristine Copy/Bundles. I then reinstalled the getbundles bundle, but it wouldn't offer Ruby on Rails as one of the bundles available for installation.
