if $TM_DISABLE_TOOL_TIPS is set, then tool_tips for completions are disabled.
New option for Complete.rb :tool_tip_prefix
When you have a big stack of completions with html tooltips, you don't
want to hardcode the css into every one of them. Complete.rb combines the
prefix into the tooltip before sending to ui.rb
New option for complete each completion 'tool_tip_format' values: 'html' |
'text', defaults to 'text'.
