I've had a short conversation at #trac IRC channel with cbalan, the author and maintainer of UserManagerPlugin [1]. We agreed on some cooperation. To make this happen, please give svn-commit privilege to me for UserManager. Our goal is to resolve more issues, and possibly even merge code towards getting what is currently missing from Trac core: a convenient single point for user management (see i.e. t:#2456 [3] and t:#3737 [4]).
