For ex-servicemen who are members of this group and part of ECHS
My comments
This is one of things which ECHS has to solve.. They do not understand that
ESM are not static. They have to work out a system. There are lots of
other issues.
Sir,
I am a ECHS member registered with polyclnic at Vadodara. My family and I
reside at Surat.
Recently we were driving down to Nathdwara near Udaipur. On Udaipur bye pass
we met with an road accident. My wife was thrown out on a highway and my car
went off road and came to halt. I am not going in to the details how it
happened but the rigid requirement to claim the medical expenses.
I sustained a head injury as window glasses hit me and blood was oozing out.
My wife lost her conciousness after hitting the road. Accident occured at a
appx distance of 250 mtrs from a medical college and hospital just on the
outskirt of Udaipur. Hence we were rushed to this Geetanjali hospital
immediately. Doctors immediately took us in for the treatment and after
iniail treatment took our CT scan and few Xrays to veryfy the extend of
injuries.
We informed the o i/c polyclinic at Vadodara about the accident, and the
treatment. He requested us to get the EMERGENCY treatment certificate from
the hospital and thats fine. But also told us to get the emergency treatment
certificate from polyclinic at Udaipur.
The points
(1) I was not treated by the doctor of polyclinic.
(2)My wife and me both not familiar with Udaipur.
(3)The place was Udaipur but say it could have been 30kms away
then What?
(4) Doctor in polyclinic would have checked us only after the
emergency was
over so morally can we justify his giving a certificate of
emergency treatment?
(5) Can a specialist certificate of emergency treatment be nagative
by a doctor/specialist/ o i/c polyclinic?
As our life was saved we decided to forgo reimbusment of the expences. But
I would request to reconsider obtaining a emergency treatment certificate
from local polyclinics for the members not belonging to that area.
I would appreciate a healthy discussion / suggestion.
