It is the typical window position of an Indian Railway's passenger train.

*As per the present position to open any window you have to lift it in an
upwards direction. After pulling it upside you have to lock your window.*

There are three steps of locks provides in every window. You can set those
locks as per your requirement of opening.

Sometimes we rest our hand after opening the window like this. It is
dangerous. If the locks failed by any chance it may hurt your hand.

*To avoid this railway also provides a spring arrangement with some window
so that it may not fall directly*. It is the second layer of security. But
it is not provided with all the windows.This spring helps to protect your
hands from injuries.

*Why Indian Railways its windows sideways?*

Railways try to provide a maximum level of comfort for passengers with the
air circulation as maximum as possible.This the window arrangements from
inside of complement

You can see the gap between the two windows. It is not possible technically
the sideways for windows.

So the lifting of windows arrangements done vertically. If it did sideways
then the length of one window must be shorter than the other.

But it is against the equality of distribution of tickets.

So it is optimum from both points of views to open windows vertically than
sideways.

*My note- But new coaches in general or sitting has windows opening
sideways. I have travelled in such coach recently in the Kovai express.*
