and wakefulness into the repetition of the mantra. Uniting prana (our power
of action) with the mind (our power of knowledge) integrates us back into
the source of our being. Prana gives shakti to the mantra and makes it
alive and vibrating within our entire body. The sound of the breath is our
most natural and constant outer mantra, we could say. The sound of our
heartbeat, which is connected to the sound of the breath, is our most
natural internal mantra. An important goal of mantra practice is to get
one’s mantra to resonate with the breath, so that it is naturally repeated,
strengthened and deepened along with every breath that we take—and then to
get it to resonate with every heartbeat, so that our heartbeat is the beat
of the mantra.§
Mantra is probably the main practice that characterizes yoga as a whole and
its many different branches. All yogic paths use mantras and have special
mantras of their own. Special mantras and chants pervade the primary yogas
of knowledge (jnana), devotion (bhakti) and service (karma) in which asana
does not have an important role. Yet even in hatha yoga, where asana can be
very important, mantra remains significant and is the main method employed
to prepare the mind for deeper yoga practices. §
The Yoga Sutras and its tradition of raja yoga emphasizes the role of the
Pranava, which literally refers to “primal sound,” and specifically to the
mantra Aum, as the main means of connecting with the Divine or Cosmic Lord,
Ishvara, the primordial guru of gurus in the yoga tradition. Just like the
Upanishads, the Yoga Sutras stress the importance of chanting and
meditating upon Aum, which is the essence of all mantras. This means that

Bhakti yoga, the yoga of devotion, centers on chanting, singing and the
internal repetition of divine names, like Namah Sivaya or the Hare Krishna

Karma yoga involves an extensive performance of rituals, like pujas and
yagnas, all of which have their accompanying mantras to empower and
sanctify them. It includes various forms of service (seva) to others, which
are best performed while repeating a mantra. Unless the mind is engaged
inwardly in mantra, one may not be effectively practicing karma yoga even
when performing service. §
Hatha yoga and tantric yoga use pranic mantras, like Hum, to arouse the
kundalini and open the chakras. The fifty main Sanskrit letters form the
petals of the chakras and serve to energize them. The kundalini shakti, or
inner power of yoga, is said to be composed of the letters or sounds of the
Sanskrit alphabet and is primarily a higher mantric force. Kundalini is an
electrical energy of speech at a deeper level of consciousness. §
The practice of yoga usually begins with the chanting of mantras—which may
be mantras to the guru, to the aspect of the Divine one worships, or to the
higher self—in order to create the proper atmosphere for teaching, or
mantras to sanctify the ground on which one sits. Mantra grants sanctity

DISPLACEMENT • As of April 8, heavy rainfall and subsequent flooding had
affected nearly 1 million people, resulted in more than 100 deaths, and
prompted the displacement of more than 164,000 people, according to the
GoP’s National Civil Defense Institute (INDECI). Floodwaters and landslides
also damaged or destroyed approximately 35,800 houses, damaged nearly 290
bridges, and rendered roadways in affected areas impassable, INDECI
reported on April 5. While rainfall began to subside in early April,
allowing some standing floodwater to drain, some communities remain
accessible only by aircraft in northwestern, coastal Peru. The GoP is
progressing with infrastructure repairs and rehabilitations in the wake of
the flooding. INDECI reports that Piura is the most severely affected
region, where nearly 290,000 people— or approximately 29 percent—of the
flood-affected population resides.
• Of the 35,800 houses damaged or destroyed, USAID/OFDA partners report
that many houses retained mud and debris; following clean-up efforts,
residents are likely to return to their homes. The UN reports that the
majority of flood-displaced households are sheltering in host communities;
approximately 47,000 internally displaced persons (IDPs) are sheltering in
more than 200 temporary camps and collective shelters, according to INDECI.
The majority of the shelters are located in the La Libertad, Lambayeque,
Lima, and Piura regions. FOOD SECURITY • Through a preliminary assessment
of flood-related damages, the UN World Food Program (WFP) identified food
insecurity in 59 percent of assessed communities, including approximately 9
percent of respondents that WFP identified as severely food insecure.
• The GoP is responding to meet the food needs of those communities
affected by the flooding, and many communities have organized community
kitchens in order to prioritize the limited supply of food commodities and
cooking facilities. As of March 30, the GoP had mobilized nearly 400 MT of
food commodities from storage facilities in the Ancash, Lambayeque, La
Libertad, and Piura regions, and recently announced plans to provide
approximately 600,000 daily personal rations to flood-affected communities
to meet needs during the coming weeks.
• The GoP reports that floodwaters adversely affected nearly 40,000
hectares of crops, including 13,500 destroyed hectares. Approximately 7,000
agricultural producers—80 percent of which are small farmers—lost their
crops. In response, the GoP Ministry of Agriculture and Irrigation
(MINAGRI) has announced plans to register flood-affected farmers for
assistance. In coordination with Agrobanco, a private financial institution
that services small- and medium sized farms in Peru, MINAGRI announced
programs to support affected farmers with debt extensions and refinancing
options. Additionally, MINAGRI, in collaboration with the Peruvian Armed
Forces and the Regional Government of Piura, has taken steps to drain
submerged agricultural land. WASH • Access to safe drinking water and
sanitation are primary concerns for vulnerable populations, according to
humanitarian actors operating in affected regions. As of April 5,
approximately 567,000 flood-affected people lacked access to safe drinking
water and sanitation infrastructure, such as latrines and showers, the UN
reported. Field reports from USAID/OFDA note that damage to water systems
exacerbates health concerns, placing up to three million people at risk of
diarrhea, respiratory illness, and vector-borne diseases, such as
chikungunya, dengue, leptospirosis, and zika. The GoP reports that
emergency medical teams are providing health services and relief
organizations are fumigating to control the insect populations in
flood-affected areas; however, health actors caution that increased disease
surveillance is required. • USAID/OFDA partner the Pan American Health
Organization (PAHO) is providing water, sanitation, and hygiene (WASH)
assistance and health care program support in affected areas, including
assistance with epidemiological surveillance. USAID/OFDA provided $200,000
to PAHO to conduct life-saving WASH, health, and humanitarian coordination
activities in the La Libertad, Lambayeque, Piura, and Tumbes regions.

insect repellent, soap, towels, water containers, and water treatment
tablets to flood-affected households in Piura’s San Pablo 1 and 2 camps
since April 2. On April 4, CARE distributed cleaning supplies and personal
hygiene kits in a temporary shelter site located in Piura’s town of San
Pablo 2; outstanding needs observed in the shelter site included latrines,
safe drinking water, and improved management of the shelter complex.
LOGISTICS SUPPORT AND RELIEF COMMODITIES • In response to the widespread
flooding, the GoP had distributed more than 6,100 MT of relief supplies to
vulnerable populations as of April 5, and is working to improve road access
throughout Peru to facilitate the distribution of food, medical supplies,
and safe drinking water in the coming weeks, according to INDECI. • At the
request of the GoP, the DoD and State/INL are providing logistics support
to USAID/OFDA-led relief efforts, including aircraft to transport
humanitarian assistance and personnel to severely affected and
hard-to-reach areas of northern Peru. DoD also funded the construction of
13 regional emergency operation centers utilized during flood relief
efforts. • USAID/OFDA staff in Peru continues to coordinate with GoP
authorities for the daily transport of priority humanitarian commodities
from the capital city of Lima to the city of Piura via two DoD-provided
aircraft.
