Subject: Central Govt Fund allocation.

There is a news now that the southern railway is surrendering some of the
funds allocated to them for project works. This is nothing new! The Govt
machinery moves very slow!
Few decades ago I was handling a research project , which was funded
by central govt. My organization was to provide the specially equipped tech
staff and execute the research work.
We used to send the details to the central ministry at least 18 months in
advance for obtaining the financial sanction, but there will be no
indications to us regarding the fund sanction. Then suddenly we would
receive about 80 percent of the said fund by 30th March of the financial
year , asking us to use the fund before 1st of April! The ministry would
orally reply us by first week of the next financial year that they would
allow us to carry the fund in the succeeding year! There will not be any
written communications on this. When the Audits come ,they would pass
strictures on us for not-working efficiently and creating fund usage
irregularities! The Auditors would informally tell us that “it is all in
the game” and all that we will be asked to do , is to write a polite reply
to the Auditor General , that we will take note of this and adopt improved
measures in the future for prompt usage of allocated funds!
