FAST_RUN include stability optimization to help work around the limited precision of floats. fast_compile don't have them.
If you keep Theano default mode=Mode and add the flag optimizer=stabilize, you will have a compilation time close to fast_compile, but have the stability optimization added. The execution time will be close to fast_compile too.
