Here's my brainstorming, titled "Mutually Endorsing CA Infrastructure".
It combines the ideas of notaries with the proposal that CAs should play
the role of acting as notaries, watching each other, creating signed
vouchers, and TLS servers stapling vouchers and current revocation
information to the handshake (extending the OCSP stapling idea).
