At the time Stacho removed it I wondered.  I can see it both ways.
However I think Stacho is right.

For almost everything to do with the appearance of 2d outputs, I put statements 
in one or more layouts.

Therion philosophy.  Define once, use many times?  Personally I dislike 
defining many specialist maps that are almost identical.  I'd rather define one 
then have many layouts if I want many different output appearances.

If the colour of maps [not scraps] is defined in the map definition (source), 
then would a layout map-fg statement override it or not?
(Colour definition at scrap level as Martin described below seems a bit tedious 
and unnecessary perhaps).

If the colour of maps is defined in the map definition, what about when I 
define multiple layouts to produce outputs that colour differently?

I think both generic and specific colouring of maps should be defined in 
layouts.  It avoids questions of which takes precedence (source or layout) and 
is consistent with Therion behaviour so far.
Or not?

It is right in case how exported map is colored in layout command when it is a 
general colorization. 

But to define color independently on other parameters for each scrap is 
logically in source. Instead one should list particular scraps in layout and 
define color for each one. It is not practical I think. Instead I’ll define 
another <map_with_user_colored_scraps_for_particular_reason> and export it.
