I haven't heard of a BIOS pre-boot on machines with UEFI but that would explain why IBM's blades boot so slowly during POST. In IBM's case, I think UEFI is still in its infancy. It may take a while before we see some really fast boot times. I know the first time I booted the blade with UEFI, before any firmware updates, it was really slow. Then IBM issued a firmware update for the UEFI and that increased the speed a little. I'm not sure about MSI but I know that BIOS, across the board (no pun intended) amongst all other manufacturers, is supposed to go away in place of UEFI.
