The only thing they have direct control over is the codec they use to compress their data. I've been very happy with the video quality we get from our standard Comcast account. I know there's a big push by ISPs to get some of Netflix's revenue, but I don't think it's ethical. They are paid by their subscribers to provide Internet access, not charge companies to have access to potential customers. When you order merchandise, either you or the shipper pays for the delivery- not both.
