I would definitely recommend this to any home user who does not play video games. OS 10 is a very easy operating system to use for new and experienced users. Also, the added benefit is that it is a little more secure than Windows, despite the recent issue with OS 10 malware. So all the additional anti-virus software is not necessarily needed. The great thing about a Mac Mini is that, most of the time, you may already have a monitor/keyboard/mouse lying around the house that you can plug in; all you have to do is buy this unit. The only issue I see now with this new Mac Mini is that you would need a monitor with a DVI and/or HDMI connector (which most monitors have these days) since the new Mini only has a HDMI connection (a HDMI-to-DVI cable would be needed). However, again, I state that I am not too sure about OS 10 Lion that comes with it. I've heard some bad things about it. I've even heard some people state that it is Apple's Vista. It may be better to just buy a $30 copy of Snow Leopard to throw on there instead.
