V Tech won't (you can also read Can't) leave without UVA. University of Virgina and the Governor of VA forced the ACC's hand to bring V Tech into the ACC in the initial ACC expansion. The ACC wanted to bring in Miami, BC and Syracuse but gave up Syracuse when UVA said that if VTech was not brought in that they woudl not agree to any additions. UVA and V Tech are now joined likely for decades to come.
Clemson fits the SEC mold. Dabo has recruted like a champ. Clemson's problem is the same issue FSU has...they don't bring in a new TV market and they share a rival in the SEC. USCe won't agree to let Clemson in just like UF won't support FSU joining because that takes away a prime recruting advantage for both UF and USCe..."we're in the SEC...you will play against the best week in and week out...if you can make it in the SEC you can make it in the NFL." The SEC would like to poach UNC from the ACC but the Tar Heels are as ACC as can be. West Virginia is a sporting University but their academics make them a less than ideal member. I believe that the SEC needs to SERIOUSLY consider making offers to OK and OK St. They were willing to jump to the Pac to avoid the burnt orange machine, TX. If you get both of them you still need another team and then the SEC has become the most powerful college football division and no one could touch them.
