I don't think it will be an ACC team. I can't find the article now but when the addition of Pittsburgh and Syracuse was announced, there was an article which talked about how the ACC has also made it exceptionally hard for members to leave the conference from a buy-out standpoint, to protect against just such a move.
Of course if Pittsburgh can be considered part of the "Atlantic Coast" then who exactly constitutes being the "South East" is totally up in the air. It could be freaking Wyoming who joins at this point. (Go Cowboys!)
