Netflix has "End of Time" on streaming, you just have to go hunting for it (I watched some of it again last week). They didn't bundle it together with the other Doctor Who for some reason.
Also, check your public library. You'd be surprised how many Doctor Who DVDs and VHS tapes they might have. Ours has a bunch! And you can reserve them online and just walk into the library and pick them up! Sweet!
