Plenty of non-actors are used as "stunt casting" in these and other films. That soccer/football player was the Juggernaut. I can see it as a background thing or a flashback thing. Batroc would never be the main villain, but they might have Cap in conversation be like, "just like that business with Batroc back in the Somme, right Bucky?" Flashback to Batroc jumping on to them.
